Guide to 7th Pay Commission (CPC) Salaries
The 7th CPC Pay Matrix governs salaries for all central government employees — civil services, railways, defence, postal, and autonomous bodies. Levels 1 to 18 cover Group C, B, and A posts.
HRA by City Category
Class X — Metro
30% HRAPopulation 50 lakh+. Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Pune, Ahmedabad.
Class Y — City
20% HRAPopulation 5–50 lakh. Patna, Jaipur, Lucknow, Bhopal, Surat, Indore, Nagpur, and others.
Class Z — Rural
10% HRAAll remaining towns, smaller cities, and rural locations not covered under Class X or Y.
Salary Components Explained
Basic Pay
Core pay determined by your level in the 7th CPC Pay Matrix. Annual increments of 3% (rounded to nearest ₹100) are added to this.
Dearness Allowance (DA)
Cost-of-living adjustment updated twice yearly (January & July) based on the All India Consumer Price Index (AICPI). Currently at ~50%.
House Rent Allowance (HRA)
Depends on posting city category. After DA crossed 50%, HRA rates revised to 30%, 20%, and 10% of Basic Pay for Class X, Y, Z respectively.
Transport Allowance (TA)
Covers commute between home and office. Varies by Pay Level and City. DA is additionally calculated on the TA base amount.
